Recently, Bohr’s complementarity principle was assessed in setups involving delayed choices. These works argued in favor of a reformulation of the aforementioned principle so as to account for situations in which a quantum system would simultaneously behave as wave and particle. Here we defend a framework that, supported by well-known experimental results and consistent with the decoherence paradigm, allows us to interpret complementarity in terms of correlations between the system and an informer. Our proposal offers formal definition and operational interpretation (...) for the dual behavior in terms of both nonlocal resources and the couple work-information. Most importantly, our results provide a generalized information-based trade-off for the wave–particle duality and a causal interpretation for delayed-choice experiments. (shrink)

This paper makes a plea for more reflexive attempts to develop and anchor the emerging concept of responsible research and innovation. RRI has recently emerged as a buzzword in science policy, becoming a focus of concerted experimentation in many academic circles. Its performative capacity means that it is able to mobilise resources and spaces despite no common understanding of what it is or should be ‘made of’. In order to support reflection and practice amongst those who are interested in and (...) using the concept, this paper unpacks understandings of RRI across a multi-disciplinary body of peer-reviewed literature. Our analysis focuses on three key dimensions of RRI that remain particularly opaque. A total of 48 publications were selected through a systematic literature search and their content was qualitatively analysed. Across the literature, RRI is portrayed as a concept that embeds numerous features of existing approaches to govern and assess emerging technologies. Our analysis suggests that its greatest potential may be in its ability to unify and provide political momentum to a wide range of long-articulated ethical and policy issues. At the same time, RRI’s dynamism and resulting complexity may represent its greatest challenge. Further clarification on what RRI has to offer in practice—beyond what has been offered to date—is still needed, as well as more explicit engagement with research and institutional cultures of responsibility. Such work may help to realise the high political expectations that are attached to nascent RRI. (shrink)

The data produced by the scientific community impacts on academia, clinicians, and the general public; therefore, the scientific community and other regulatory bodies have been focussing on ethical codes of conduct. Despite the measures taken by several research councils, unethical research, publishing and/or reviewing behaviours still take place. This exploratory study considers some of the current unethical practices and the reasons behind them and explores the ways to discourage these within research and other professional disciplinary bodies. These interviews/discussions with PhD (...) students, technicians, and academics/principal investigators were conducted mostly in European higher education institutions including UK, Italy, Ireland, Portugal, Czech Republic and Netherlands.Through collegiate discussions, sharing experiences and by examining previously published/reported information, authors have identified several less reported behaviours. Some of these practices are mainly influenced either by the undue institutional expectations of research esteem or by changes in the journal review process. These malpractices can be divided in two categories relating to methodological malpractices including data management, and those that contravene publishing ethics. The former is mostly related to “committed bias”, by which the author selectively uses the data to suit their own hypothesis, methodological malpractice relates to selection of out-dated protocols that are not suited to the intended work. Although these are usually unintentional, incidences of intentional manipulations have been reported to authors of this study. For example, carrying out investigations without positive controls; but including these from a previous study. Other methodological malpractices include unfair repetitions to gain statistical significance, or retrospective ethical approvals. In contrast, the publication related malpractices such as authorship malpractices, ethical clearance irregularities have also been reported. The findings also suggest a globalised approach with clear punitive measures for offenders is needed to tackle this problem. (shrink)

In recent years, the changing landscape for the conduct and assessment of research and of researchers has increased scrutiny of the reward systems of science. In this context, correcting the research record, including retractions, has gained attention and space in the publication system. One question is the possible influence of retractions on the careers of scientists. It might be assessed, for example, through citation patterns or productivity rates for authors who have had one or more retractions. This is an emerging (...) issue today, with growing discussions in the research community about impact. We have explored the influence of retractions on grant review criteria. Here, we present results of a qualitative study exploring the views of a group of six representatives of funding agencies from different countries and of a follow-up survey of 224 reviewers in the US. These reviewers have served on panels for the National Science Foundation, the National Institutes of Health, and/or a few other agencies. We collected their perceptions about the influence of self-correction of the literature and of retractions on grant decisions. Our results suggest that correcting the research record, for honest error or misconduct, is perceived as an important mechanism to strengthen the reliability of science, among most respondents. However, retractions and self-correcting the literature at large are not factors influencing grant review, and dealing with retractions in reviewing grants is an open question for funders. (shrink)

Mucopolysaccharidosis type I (MPS I) is a rare lysosomal storage disorder treated with bone marrow transplantation or enzyme replacement therapy with laronidase, a high-cost orphan drug. Laronidase was approved by the US Food and Drug Administration and the European Medicines Agency in 2003 and by the Brazilian National Health Surveillance Agency in 2005. Many Brazilian MPS I patients have been receiving laronidase despite the absence of a governmental policy regulating access to the drug. Epidemiological and treatment data concerning MPS I (...) are scarce. This study aims to present a demographic profile of Brazilian patients with MPS I, describe the routes of access to laronidase in Brazil, and discuss associated ethical issues relating to public funding of orphan drugs. Intercultural encounters generally imply dynamics of elaboration of symbolic universes by the social groups affected. Imperial domination of Asia, from the 18 th to the 20 th century, furthered the reinterpretation of existing symbolic universes, such as religious communities, as well as the creation of new modes of symbolic organization of social life, as national communities. This paper analyzes the construction of a religious-nationalist symbolic universe in a context strongly influenced by otherness. We consider the discourse on Hindu nation and (...) its Muslim other, by V.D. Savarkar, a Hindu nationalist ideologue that was written in the early decades of the 20 th century. We adopt phenomenology as theoretical framework and undertake content analysis of a primary source – Hindutva: Who is a Hindu? We argue that the Hindu nationalist ideologue elaborated a rhetoric of annihilation, in which the other of Hindu nation, the Muslim, is depicted as inferior through a double strategy: selective exaggeration of characteristics attributed to the Muslim; transfer of socially negative definitions to the other. O objetivo deste artigo é discutir a noção humiana de "crença", frequentemente vita como adendo "psicológico" à correta doutrina epistemológica do autor. Tenta-se sugerir que são partilha das obsessões da epistemologia contemporânea.

L’inégalité est une thématique sociale, abordée de façon récurrente dans les médias. Appliquant une approche de « sémantique discursive », nous examinerons l’usage d’inégalité dans le discours de presse en circonscrivant les principales dimensions sémantiques du nom à travers ses fonctionnements préférentiels en cotexte, étroit ou élargi. Après quelques questionnements sémantico-référentiels autour du mot, l’étude du corpus – constitué d’articles issus des journaux Le Monde, Libération et Le Figaro – montrera qu’inégalité fonctionne, à la fois, comme un lieu d’observation, d’évaluation (...) et de revendication. L’analyse conduit également à penser que l’usage partagé et consensuel du segment lutte contre les inégalités dans le corpus fait apparaître une forme de « langue de bois ». (shrink)

A inspiração positivista da revolução republicana de 1910 dificilmente se poderia harmonizar com os valores vigentes na sociedade portuguesa de então. Para compreender o seu êxito será necessário identificar as pontes esta-belecidade com orientações que lhe deveriam ser absolutamente estranhas, como era a do messianismo. A literatura da época, mormente a poesia de mais elevada inspiração, testemunha eloquentemente essa assimilação entre o ideal republicano e a esperança messiânica no advento de uma nova era redentora. Não menos significativa é, porém, a (...) construção teórica que, nesse mesmo sentido, foi elaborada por Sampaio Bruno. /// L'inspiration positiviste de la révolution républicaine de 1910 ne pourrait que difficilement s'harmoniser avec les valeurs régnant dans la société portugaise d'alors. Pour comprendre son succès il faudra reconnaître les ponts établis avec des orientations qui devraient lui être absolument étrangères, comme celle du messianisme. La littérature de l'époque, à savoir la poésie de la plus haute inspiration, est le témoin éloquent de cette assimilation entre l'idéal républicain et l'espérance messianique dans l'instauration d'une nouvelle ère rédemptrice. Non moins significative est cependant la construction théorique qui, en ce même sens, fut élaborée par Sampaio Bruno. /// The Republican revolution of 1910, inspired in positivism, was not harmony with the values which were dominant at that time in Portugal. O tema do artigo é a análise retórica do Salmo 127 no contexto dos “Salmos das Subidas”. O objetivo consiste em analisar a relação retórica possível entre o sentido da composição e o desempenho processional dos peregrinos de Jerusalém. Especificamente, trata-se de perguntar pela relação entre o conteúdo do salmo e a peregrinação para Jerusalém, a que sua leitura estaria por hipótese destinada. A metodologia consiste a) em tradução do salmo, b) análise de sua posição relativa na estrutura quiástica da (...) coleção, c) diálogo crítico com autoridades do campo dos comentários aos Salmos d) e proposição de leitura alternativa em relação ao conjunto das leituras da literatura. Concluiu-se que o Salmo 127 pode ter sido composto como alerta ou ameaça quanto ao risco de adiar-se a peregrinação a Jerusalém por força de razões que poderiam resultar na contrariedade de Yahweh, aquele que, em última análise, se não estiver contrariado, é quem garante a eficiência daquelas atividades que ora se alegariam como razões para abster-se da peregrinação. A sua obra, em particular as Mémoires d’une Européenne, revela-se um testemunho eloquente de sua força anímica e do olhar atento e crítico das décadas vividas no século XX. É no espaço e no tempo das suas múltiplas viagens que Weiss diagnostica e espelha a relação de Alteridade Ocidente / Oriente, entre a Europa e o Outro. A vida (...) e a acção militante no curso de sua longa vida centrou-se em três pólos nucleares: combate pela paz, combate pelo voto feminino e combate pela construção da Europa.É nesta luta incessante que Louise Weiss – a Europeia cumpria o lema que a norteava – partic­ipar na aventura do seu século. RESUME Dans cet article, on aborde le champ de la vulgarisation scientifique en mettant l'accent sur les différentes sphères d'activité langagière qui s'y croisent. On rappelle d'abord le modèle classique et linéaire de la diffusion scientifique avant de montrer le déplacement qui s'est ensuite produit avec l'intervention des médias traditionnels, qui, notamment lors d'événements scientifiques, ont fait dialoguer différentes communautés langagières. On aborde enfin les changements apportés par les nouveaux outils technologiques dans des formes de participation et de prise de (...) parole qu'autorise l'internet.ABSTRACT This paper deals with the field of popular science with a focus on the different linguistic spheres that intersect it. It starts by reviewing the classical linear model of scientific dissemination. The authors then show the displacement that took place with the involvement of traditional media that established a dialogue between different language communities, in particular for scientific events. Finally, the changes to forms of participation and speech resulting from new technological tools and made possible by the Internet are presented.RESUMO O presente artigo aborda o campo da divulgação científica através das diferentes esferas de atividade linguageira que nele se cruzam. Evocaremos incialmente o modelo clássico e linear da divulgação científica, antes de apresentarmos o deslocamento produzido, em seguida, pela mídia tradicional, que possibilitou o diálogo entre diferentes comunidades linguageiras, especialmente em acontecimentos científicos. Purpose: To analyze how individual characteristics and the social context are associated with mental distress symptoms in the Brazilian population.Method: A multilevel cross-sectional study with data from the 2013 National Health Survey. There were two dependent variables: decreased vital energy and somatic symptoms, the presence of depressive thoughts. The independent variables were biological characteristics, education and income, habits and lifestyle, and context variables. Bivariate analysis was performed, and Prevalence Ratios calculated in a Poisson Regression. A multilevel Poisson Regression was performed (...) to verify the effect of individual and contextual variables.Results: Regarding depressive thoughts, young and middle-aged individuals, low education, women, absence of partner, smokers or former smokers, and absence of health insurance were the categories at highest risk; belonging to classes D-E and living in states with lower expected years of schooling proved to be protective factors. Similar results were found for the second outcome.Conclusions: Symptoms of mental distress were associated with the individual characteristics and contextual aspects of the federation unit. These findings indicate the importance of strengthening psychosocial care aimed at vulnerable groups. (shrink)

Trata das possibilidades de uma teologia ecumênica das religiões tendo como eixo articulador a preocupação pela paz, pela justiça e pela integridade da criação. O objetivo é analisar temas de destaque para o cenário das análises sociais e teológicas como: a) O valor do humano e da ética social para o diálogo interreligioso, b) As possibilidades de uma unidade aberta, convidativa e integradora no âmbito das religiões; c) A importância pública das religiões; d) As religiões como códigos de comunicação; e) (...) O poder do império e o poder do diálogo das religiões. Para isso, vamos contar com as contribuições de Hans Küng, Jürgen Moltmann, Julio de Santa Ana, Xavier Pikaza e José Comblin respectivamente. A proposição é que a perspectiva ecumênica, uma vez articulada com as dimensões sociais, políticas, econômicas e culturais, dentro dos variados contextos históricos, pode oferecer densidade e amplitude para a reflexão teológica. Os esforços que valorizam a capacidade de diálogo e de sensibilidade ecumênica e aqueles que destacam a importância pública das religiões partem da concepção de que a perspectiva ecumênica, tanto em nível prático quanto em nível teórico-metodológico, requer e possibilita uma compreensão mais apurada da realidade, um aperfeiçoamento de visões dialógicas e o cultivo de maior sensibilidade para a valorização da vida e para a promoção da paz e da justiça. Ecumenismo.This paper focus on the possibilities of an ecumenical theology of religions, having as a its principal concern peace, justice and integrity of creation. It aims to analyze some central issues for the social and theological scenario, such as: a) humanity and social ethics for interreligious dialogue; b) the possibilities for an open, engaging and inviting interreligious unity; c) the public relevance of religions; d) religions as communicating codes; e) the imperial powers and the power of religious dialogue. We will take into account the contributions of Hans Küng, Jürgen Moltmann, Julio de Santa Ana, Xavier Pikaza and José Comblin. The study affirms that the ecumenical perspective, once articulated to social, political, economic and cultural dimensions, within the various theological contexts, can offer density and extension for the theological reflection. Efforts that value the capacity for dialogue and ecumenical sensibility and those that highlight the public importance of religions start from the conception that the ecumenical perspective, both in the practical and in the theoretical-methodological levels, requests and makes it possible for a deeper comprehension of the reality, an improvement of dialogic visions and the cultivation of more expressions of sensibility for the valorization of life and for the promotion of peace and justice. La province jésuite du Brésil est parcourue au début du XVIIe siècle par une série de tensions qui relèvent autant de son rapport à la société coloniale contemporaine que de ses relations avec le centre romain. À travers l'étude d'un document programmatique exceptionnel et original, dont l'auteur et la date de rédaction demeurent inconnus, les Advertências para a provincia do Brasil, on analyse l'inscription de l'entreprise missionnaire dans sa double dimension économicopolitique, avec l'engagement dans la production sucrière, et spirituelle, assurer (...) le salut du missionnaire et la conversion des Indiens. Ce projet, qui fait de l'a ldeia la structure déterminante de la présence et de l'action jésuites en terre de Brésil, révèle une vision globale de la mission, à la fois géopolitique, économique et religieuse que l'historiographie traditionnelle a occultée au profit d'une approche exclusivement spirituelle. Does he claim that a machine has been made and has actually produced a kind of response which is incalculable, given the specification to which it has been built and also the prescribed conditions, what is put in for the particular performance in question? “Incalculable” does not mean that nobody has bothered to calculate, but that somebody has bothered, that the calculations show that the (...) response in question is not among the calculated ones, that it is not chance or mechanical breakdown, but a specific response to something specific among the given conditions. If he could substantiate this claim, then I would reluctantly agree that some machines are cleverer and more thoughtful than I thought possible, and some men sillier and less thoughtful, for they deliberately design machines to do they know not what. This paper considers the claim that perceptual experience is “transparent”, in the sense that nothing other than the apparent public objects of perception are available to introspection by the subject of such experience. I revive and strengthen the objection that blurred vision constitutes an insuperable objection to the claim, and counter recent responses to the general objection. Finally the bearing of this issue on representationalist accounts of the mind is considered.

There is a short answer to the question, whether scientific method can be applied to the study of the social relations of men, or, whether social sciences are possible; it is that these sciences exist and are in fact among the most ancient. Their success has perhaps been less startling than that of the physical sciences and they have perhaps been pursued with less enthusiasm. The purpose of this paper is to discuss and to relate to each other two topics: the admissibility of ignorance and mistake of fact as defences against negligence in crime; and the inadmissibility of ignorance and mistake of law as defences against criminal charges. I am in not concerned at all with torts negligence, only with criminal offences which can be committed negligently, where negligence suffices for liability, as in the law of homicide. This produces an untidy classification of elements, (...) one or other of which is needed to provide the required mens rea : intention, knowledge, recklessness and negligence. It is untidy, because the last does not belong on the same list as the other three, each of which can appropriately be called a state of mind in what we might say to be a positive sense, for each of them includes some degree of awareness of and/or attitude to relevant facts. If negligence is to be called a state of mind, it is so in a very stretched and negative way: to be told that a person was not attending to, thinking of or noticing something that he should have been is to be given some information, of a negative sort, about his state of mind, but it tells us very little, for it eliminates only one of an unlimited range of states of mind. His not attending, noticing, etc., is equally compatible with his daydreaming and with his concentrating hard on something else. If negligence requires inadvertence, as is commonly maintained, then there was a state of mind which the agent should have been in but was not; if, as I would argue, it does not require inadvertence, then there was a state of mind which the agent should have been in, and maybe he was not in it, maybe he was in it. would not require it; the definition runs, ‘a person is negligent if he fails to exercise such care, skill or foresight as a reasonable man in his situation would exercise’. However, that is only a proposal; at present advertent negligence is rare in criminal law, although common in torts.) On this view, the questions are whether his performance fell below scratch, what are to be the excusing conditions for such a performance, and if the answer to is yes, whether his performance was covered by the excusing conditions. We consider the Dirac equation in 3+1 dimensions with spherical symmetry and coupling to 1/r singular vector potential. An approximate analytic solution for all angular momenta is obtained. The approximation is made for the 1/r orbital term in the Dirac equation itself not for the traditional and more singular 1/r 2 term in the resulting second order differential equation. Consequently, the validity of the solution is for a wider energy spectrum. As examples, we consider the Hulthén and Eckart potentials.

In order to slow down the inexorable increase in spending on health care, the British government has implemented an initiative proposed by Griffiths. This initiative is designed to make doctors more accountable for the decisions they may take. In this essay I argue first, that the conflation of two decisions (financial and clinical) leads to unnecessary ethical dilemmas and secondly, that as psychologically it is difficult to take two decisions simultaneously, inevitably the clinician is forced to name either the financial (...) or the clinical decision as the prior problem. To decide for the former inevitably strains the traditional doctor/patient relationship of mutual trust. (shrink)

Those who have advocated belief in immortality have often spoiled their case by arguing for different theories without realizing that they were different. Those who have opposed the belief have been apt to think that when they had disposed of one theory they had done all they set out to do. The first condition for clarity of thought on the subject is therefore to distinguish the different types of theory which have been put forward. If, in the course of it, I speak more favourably of one theory and less favourably of others, it must be understood that this bias is incidental to my present theme, which is to examine assertions rather than to assert.
